Objective 3: Prepare Strategic Action Programme
A Strategic Action Programme (SAP) will be prepared to outline the legal, policy and institutional reforms needed to address the priority threats and their root causes as identified in the SADA.
The SAP is a policy document negotiated and agreed on between key stakeholders, establishing clear priorities for action. With its focus on the environmental aspects of aquifer management, the SAP will become the main framework geared to the sustainable development of the region based on the rational and equitable use of shared NSAS groundwater resources.
As with the SADA, GEF precedents for groundwater-related SAPs are few. The development of the NSAS SAP is therefore another ground-breaking initiative.
The SAP process will begin with agreeing on a future common ‘Aquifer Vision’ for the NSAS shared by all key stakeholders. This will be followed by agreement on objectives and targets as well as monitoring and evaluation indicators.
A key element of the SAP process is reaching agreement on the national and regional institutional framework(s) and policies required, and then mobilizing the participation and the commitment for cooperation amongst key stakeholders.
Next steps include developing short-term and priority actions and drafting National Action Programmes.
